1. The United States has a mixed public-private systemin which the government provides health insurance to certain groups of people, but most health insurance is purchased in the private market. Medicare is a national health insurance program for seniors, and Medicaid is a national health insurance program for low-income individuals. Most other Americans receive employer-provided private insurance or purchase private insurance on their own. However, millions of Americans do not have any form of public or private health insurance. The Affordable Care Act (ACA)of 2010 is the closest the U.S. has come to a universal health insurance system. The ACA expanded the Medicaid program to cover more low-income Americans, and established new tax credits for individuals without employer-provided coverage to purchase health insurance in the private market. The ACA also established an individual insurance mandate that requires individuals to pay a fine for not having health insurance.
